 Basic Functions of the position:

Serves as one of the Embassy’s two LE Staff responsible for working with the Ambassador, DCM, and the Political Section, providing analysis, advice, and suggested courses ofaction on U.S. priorities related to political and human rights issues. Develops and maintains a diverse contact base with key interlocutors, including senior-level leaders in all threebranches of the Honduran government and the main political parties. Leverages contacts within the NGO and academic communities, and other related sectors to advance U.S.objectives and priorities. Prepares briefing materials for Front Office and Political Section engagements with senior-level officials and other contacts, and actively participates inmeetings. Reports on political and human rights issues that have implications for U.S. foreign policy, including to the Front Office and Washington via front channel cables, asappropriate. Advances Embassy efforts to understand and respond to the Honduran government’s emerging relationships with U.S. Supports Front Office and Political Sectionadvocacy and reporting related to rule of law, anti-corruption, human rights, and labor initiatives in Honduras

Major Duties and Responsibilities:

Gather, analyze, synthesize, and evaluate publicly available and sensitive political information , foreign policy, anti-corruption, political-military, labor, or human rightsdevelopments. Forecast political trends for their significance. Provide advice and suggested courses of action on a range of sensitive political and human rights issues.Provide daily oral and written briefings for the Political Section, as well as additional reporting to the Front Office and Washington.

Monitor, analyze, and report on Congressional activity, keeping the Political Section informed on key legislation. Report on new laws and regulations that have implicationsfor political and human rights policy to the Ambassador, DCM, and Political Counselor.

Develop and maintain a diverse contact base with key individuals. Develop and maintain contacts within the NGO, labor, and academic communities, and other relatedsectors. Leverage relationships with varied contacts to obtain critical information on key issues while strengthening the Embassy’s relationships to further U.S. interests andforeign policy objectives.

Prepare background materials, talking points, and biographic information to be use during internal briefings as well as senior-level meetings with foreign contacts.

Support Political Section and Front Office engagements and reporting related to rule of law, U.S. efforts to strengthen the justice sector and anti-corruption initiatives.

Qualifications and Evaluations

All selected candidates must be able to obtain and hold a:

Public Trust security certificate

All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.

Educational Requirements:

University’s degree in political science, public policy, international relations, law, or journalism is required.

Experience:

For grade 10:

At least five years of progressively responsible experience in politics, political analysis (academic, NGO, or media), law, or a related field is required.

For grade 9:

At least four years of progressively responsible experience in politics, political analysis (academic, NGO, or media), law, or related field is required.

Language:

English: Fluent; speaking/reading/writing, may include the ability to translate. This may be tested

Spanish: Fluent; Written/Speaking/Reading is required. This may be tested.

Job Knowledge:

A thorough knowledge of Honduran legal and political institutions, formal and informal power structures, political parties and inter-party dynamics, and historical background is required.

Skills And Abilities:

Must have the ability to develop and maintain good working relationships with senior-level Honduran contacts;; and write well in Spanish and English. Must be knowledgeable in use of key computer applications such as MS Word, Outlook, Excel, Access and Internet Explorer. Must be able to translate technical documents proficiently and serve as an interpreter.
