 I. Position Information

Position title: Head of Sub-Office

Position grade: NOB

Duty station: San Pedro Sula, Honduras

II. Organizational Context and Scope

Under the overall supervision of the Regional Director and direct supervision of the Chief of Mission (CoM), and in close coordination with the Programme Managers, Programme Support Unit and Resources Management Unit, the Head of Sub Office will be responsible and accountable for supporting the overall management and administration of the IOM Sub Office, as well as for coordinating the implementation of the broad IOM programming in line with IOM policies, standards and commitments. 

 

III. Responsibilities and Accountabilities

  • Provide support to the CoM in managing the Operational, Human Resources, Administrative, Financial and Supply Chain functions of the Sub-Office in accordance with the IOM’s rules and regulations, and streamline the implementation of institutional procedures across the Sub-Office.
  • Support the coordination and supervision of the activities of CERF project second phase. 
  • Participate in meetings with Government Authorities, International Organizations, non-governmental organizations, voluntary agencies, as well as public media and Private Sector. 
  • Participate and support the CCCM cluster in Honduras.
  • Coordinate the adherence to the safety and security procedures for IOM staff, premises, and assets in the Sub-Office in collaboration with the local Office of the United National Department of Safety and Security (UNDSS) and other relevant stakeholders, through regular participation in Area Security Management meetings.
  • Support the implementation and reporting of all programme activities in the Sub-Office in line with IOM standards and in accordance with the donor/grant agreements. 
  • Provide regular updates to the CoM on the progress on programme implementation, achievements and donor liaison issues.
  • Provide gender mainstreaming support, design culturally appropriate training materials and tools and implement capacity building initiatives on gender, GBV and intersectionality targeting across all of IOMs programmes units, to ensure that the IOMs programmes and staff integrate gender considerations and analysis for all affected populations especially those with disabilities, elderly, children, and other marginalized groups while prioritizing safety, dignity of affected population and avoiding causing harm ensuring their meaningful access, accountability, and empowerment.
  • Research opportunities for project development, provide technical inputs and synergies with partners within the country and make recommendations accordingly.
  • Contribute to the development of project proposals and budgets in line with IOM Honduras country strategy, IOM project handbook and donor requirements. Liaise with program staff to facilitate the incorporation of trends, lessons learned, etc
  • Perform such other duties as may be assigned.

IV. Required Qualifications and Experience

Education

  • Master’s degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Disaster Risk Management, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

 

ExperiEnce

  • Experience in managing humanitarian, complex and post conflict emergencies at an international level; 
  • Experience in liaison with the government authorities, donors, national/international institutions and multi-stakeholders;
  • Experience in project development and reporting;
  • Experience in programme implementation, monitoring and evaluation; and, 
  • Experience working in the Region.

 

Skills

  • Knowledge of migration management principles, concepts and techniques; 
  • Experience working in post-conflict /emergency operations;
  • Ability to coordinate multiple activities and work effectively and harmoniously with colleagues from varied cultures and professional background;
  • Ability to work well under pressure and in difficult conditions;
  • Good communication and negotiation skills, project development skills, and ability to draft clearly and concisely; and, 
  • A high degree of computer literacy.

     

V. Languages

Required :

  • For all applicants, fluency in Spanish and English are required.
