Descripción

Duties: The incumbent is responsible for administering post recruitment and selection process for Locally Employed Staff (LE Staff) and providing assistance in the management of personnel functions. Reviews the position description for completeness and clarity and provides advice to supervisors. Drafts the vacancy announcement and distributes it to all agencies.  Coordinates publication on the website and in local newspapers, when required. Reviews incoming applications and screens them to ensure applicants meet the minimum requirements.  Administers language and other skill tests, as required. Prepares packets for the selection committee with all the required information necessary to conduct the interviews.  Coordinates the interviews.  Serves as the HR technical advisor to the committee.

Experience: A minimum of three (3) years of progressively responsible experience in managing recruitment processes, portfolios or any closely related field that involves screening, interviewing, networking or selecting applicants or applications is required. 

Education: At least two years of university studies in Human Resources, Industrial Psychology, Business Administration is required.

LANGUAGE: Fluent Speaking/Reading/Writing in English is required. Fluent Speaking/Reading/Writing in Spanish is required. (This may be tested)

JOB KNOWLEDGE: Ability to develop detailed knowledge of pertinent human resources regulations, policies and procedures of the State Department and associated agencies as they relate to the Human Resources Office is required.  Good working knowledge of local Human Resources practices and procedures and local labor law is required

SKILLS AND ABILITIES: Must have excellent interpersonal skills; demonstrate sound judgment both orally and in writing; and be able to develop and maintain effective working relationships with employees, supervisors, and applicants.  Must be tactful, possess good judgment, and be able to work as part of a team.  Proficiency in Microsoft Office applications (Word, Excel, Publisher, and PowerPoint) is required. Must be able to communicate effectively, orally and in writing.   Must possess strong organizational skills and be able to multi-task.
