II. Organizational Context and Scope

Created in 1951, the International Organization for Migration (IOM) is the leading international organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM's work is to contribute to the orderly and humane management of migration; promote international cooperation on migration issues; help find practical solutions to the challenges posed by migratory movements and offer humanitarian assistance to migrants.

 

The Northern Central American countries (NCAC) present structural socioeconomic conditions that have historical driven the irregular migration of millions of people. Thousands of them return year after year. Upon return to their communities, returned migrants, especially women and girls face difficulties and gaps in achieving sustainable reintegration. 

 

In addition, NCAC face important challenges in providing support and protection to women and girls on the move and reducing the negative impacts of involuntary migration and forced displacement. The increasing and constant demand for assistance and protection and the pressure on available services due to the changing dynamics of human mobility difficult the type, availability and coverage of specialized services and support mechanisms with gender approach for women and girls.

 

To provide an adequate response, the project “Empowering Women and Girls affected by Irregular Migration and Forced Displacement in El Salvador, Guatemala and Honduras” funded by the Government of Canada seeks to contribute to the well-being of vulnerable women and girls in the context of human mobility through participation initiatives, promoting their economic autonomy, employment skills, self-resilience, capacity building and their access to gender-specific services and protection mechanism. 

 

The project seeks to strengthen cooperation with civil society and grassroots organizations recognizing their importance as relevant actors in the assistance and support of women and girls and its efforts to contribute reduce the drivers of high-risk human mobility, to prevent and respond to forced displacement and its differentiated impact on women and men. In addition, the action will contribute to progressively transform the conditions that perpetuate discrimination, gender inequality and a lack of respect for the rights of women and girls in the context of human mobility.

 

Under the primary supervision of the Head of Planning, Monitoring and Evaluation Unit and secondary supervision of the National Project Coordinator, the successful candidate will be responsible to carry out the below activities as the Monitoring and Evaluation Assistant in Honduras.

 

III. Responsibilities and Accountabilities

  1. Support in the design, development and implementation of the Monitoring and Evaluation (M&E) activities of all the Programs assigned to the Planning, Monitoring and Evaluation Unit not limited to results matrix, work plans and monitoring of compliance with indicators.s.
  2. Assist in the design and development of new M&E tools. Ex: dashboard & other innovative templates.
  3. Support new project development and upscaling of existing projects.
  4. Keeping in mind the deadlines for reporting, timely collect data - guaranteeing IOM data protection principles – in liaison with the different project staff, using various methodologies and tools including surveys, interviews, focus groups, among others.
  5. In coordination with the operations team, compile and analyze periodic donor reports in line with the M&E plans and agreed reporting schedules.
  6. Update the results matrix of all the programs in line with the agreed times and update the calendar with the reporting times of the Programs.
  7. Carry out visits and / or monitoring calls to the beneficiaries within the terms established in the programs and cases in which it is required.
  8. Assist in the adaptive learning and community response and feedback activities across all project activities.
  9. Develop a clear and innovative presentations of the Program data (power point presentations, information sheets).
  10. In coordination with the Communication unit, document the process and activities of on-going projects such as capturing case stories for donor reports, website, SitReps and newsletters based on M&E activities in the project sites.
  11. Liaise with the Communications team and the Finance Officer to ensure adherence to the visibility guidelines and compliance to all donor specific requirements. 
  12. Support the programme team in planning and organizing meetings, workshops, events, dialogues and/or consultations.
  13. Train and provide capacity building support to project staff and implementing partners staff on M&E, reporting and adaptive learning. 
  14. Serve as primary contact of the projects on all data management matters.
  15. Maintain timely updated and organized results and progress matrix of all the program's indicators. 
  16. Contribute to the analysis and reporting of all the Program’s progress, as well as the identification of good practices and lessons learned.
  17. Support the internal and / or external evaluations of the Program.
  18. Educated on the use of IOM specific tools such as PRIMA and MIMOSA 
  19. Develop administrative tasks assigned..
  20. Any other activity assigned according to needs of the Planning, Monitoring and Evaluation Unit.

IV. Required Qualifications and Experience

Education

• University degree in International Relations, International Development, Political Science, Statistics or other related careers from an accredited academic institution with three years of relevant professional experience, preferably in Evaluation and Monitoring or similar roles.

• High School Certificate with five years of relevant professional experience.

 

Experience  

  • Good management of data processing programs: Excel, Word, Power Point, Access, as well as other programs from the Office suite or other systems.
  • Experience with statistical, database, and design software (eg, STATA, SPSS, Access, Publisher, and / or InDesign) will be an asset.
  • Work experience with international cooperation and international humanitarian organizations.
  • Knowledge of the M&E requirements of the UN, USAID and other donors will be an advantage.
  • Previous experience in immigration and / or development will be an advantage
