Proposal Objective:
The USAID/Honduras Monitoring, Evaluation, and Learning (MEL) and Collaborating, Learning and Adapting (CLA) Activity (MESCLA 2.0) project is a five-year project aimed at supporting and strengthening monitoring and evaluation of USAID development assistance in Honduras. The MESCLA 2.0 project will provide USAID/Honduras with project and activity evaluation, performance monitoring, learning, assistance in strategy development, activity design, and performance management support services in order to implement the Mission’s new Country Development Cooperation Strategy (CDCS).
The project will provide USAID/Honduras with flexible, demand-driven services, including assisting the mission with:
- Planning, designing, conducting, disseminating, learning and supporting adaptive management based on rigorous monitoring and evaluation (M&E) of USAID/Honduras development projects and activities (Component 1).
- Facilitating and promoting Collaborating, Learning and Adapting (CLA) practices throughout the Mission, implementing partners (IPs), local organizations, private sector partners and local academia (Component 2)
- Supporting monitoring, evaluation, and learning (MEL) capacity building of USAID/Honduras internal and external stakeholders (Component 3).
Position Description:
SI is seeking a full-time MEL Specialist to support the implementation of tasks under Component 3: Technical Assistance in MEL to increase MEL Capacity of USAID/Honduras. This full-time position, based in Tegucigalpa, Honduras, will report to the Component 2 and 3 Lead. This position will take the lead in responding to requests for support on Activeity MEL Plan (AMELP) reviews, Data Quality Assessments (DQAs), DIS support, indicator analysis, as well as maintaining MESCLA’s own AMELP and performance monitoring database. The position will also support the implementation of the capacity building plan tasks such as developing and delivering training, webinars and learning products for USAID, implementing partners and other stakeholders.

Responsibilities:
- Collaborate with MESCLA 2.0’s MEL capacity building staff to identify MEL capacity building needs of USAID/Honduras, implementing partners (IPs), and other stakeholders, and develop and deliver MEL-related trainings, webinars, and learning products as necessary.
- Provide technical assistance to implementing partners to strengthen their AMELP and conduct DQAs of their performance indicators. Support the team to improve data quality on DIS reported performance indicators.
- Fully support DIS implementation, uptake and ongoing use.
- Work closely with the MESCLA 2.0 Senior MEL Capacity-building Specialist, CLA Specialist, and Component 2&3 lead to ensure capacity building fully integrates M&E and CLA approaches holistically.
- Provide guidance in the development and updating of performance management plans (PMPs) and the creation and management of performance indicator tracking systems/databases.
- Lead the development of a data system and automated processes related to MESCLA 2.0 indicators, as well as monitoring the work plan and specific tasks.
- Support overall management and functioning of allMESCLA performance monitoring and related cross-cutting activities.
- Within MESCLA, create effective monitoring indicators, plans, processes, and systems.
- Oversee coordination of all the operations in MESCLA 2.0 monitoring, reporting and project data collection.
- Coordinate with the MESCLA 2.0 GIS & Data Analysis Specialist to support monitoring and data management for relevant activities.
- Develop efficient and high-quality data collection tools needed for M&E activities.
- Assist the MESCLA 2.0 team with planning, managing, and tracking MESCLA 2.0’s activities, and support the compiling and processing of quantitative, geographical, and qualitative data into impactful reports.
- Support the integration of MEL into learning and continuous quality improvement efforts.
- Any other tasks requested by the supervisor
Qualifications:
- Honduran national or resident with permit to work in Honduras
- A bachelor’s degree (or equivalent) in statistics, economics, social sciences or related field.
- At least six (6) years of experience of performing M&E duties, with a minimum of 4 on USAID funded projects, with expertise in developing, data collection tools, theories of change, results frameworks, and design, integration, and implementation of M&E plans (including indicators and PIRS( in continuous learning
- Experience managing data and conducting data analysis with both quantitative and qualitative data.
- Experience in knowledge management, sharing and learning. Familiarity with the USAID Collaborating, Learning and Adapting Framework is a plus.
- Excellent interpersonal skills.
- Fluency in Spanish, and professional level English
