SECTION 2
Organizational Context and Scope
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Programme Managers, Programme Support Unit and Resources Management Unit, the Head of Sub Office will be responsible and accountable for supporting the overall management of the San Pedro Sula Sub Office, as well as for coordinating the implementation of the broad IOM programming in line with IOM policies, standards and commitments.
SECTION 3
Responsibilities and Accountabilities
1.Assist the CoM in the coordination of the Sub-Office in accordance with the IOM’s rules and regulations, and support the implementation of institutional procedures across the Sub-Office.
2.Participate in meetings with Government Authorities, International Organizations, non-governmental organizations, voluntary agencies, as well as public media and Private Sector.
3.In coordination with the CoM, contribute to maintaining, promoting and strengthening the working relationships with national, regional and local governmental authorities, international organizations and NGOs, and other stakeholders in the field of migration management.
4.Support the preparation of inputs for project development and proposal formulation in close coordination with the CoM and other Programme Management counterparts.
5.Coordinate the adherence to the safety and security procedures for IOM staff, premises, and assets in the Sub-Office in collaboration with the local Office of the United National Department of Safety and Security (UNDSS) and other relevant stakeholders, through regular participation in Area Security Management meetings.
6.Support the implementation and reporting of all programme activities in the Sub-Office in line with IOM standards and in accordance with the donor/grant agreements.
7.Provide inputs for regular updates to the CoM on the progress on programme implementation, achievements and donor liaison issues.
8.Identify operational challenges and provide technical support for programme implementation in coordination with the CoM/ Senior Management Team.
9.Contribute to establishing the visibility of IOM and the donors as per donor agreements and as relevant to the context.
10.Perform such other duties as may be assigned.
SECTION 4
Required Qualifications and Experience
EDUCATION
•Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
•Master’s degree in the above-mentioned fields
EXPERIENCE
•Experience working in humanitarian, emergency, migration or development programmes.
•Experience in liaising with government authorities, donors, national/international institutions and multi-stakeholders.
•Experience supporting project development and reporting.
•Experience in programme implementation, monitoring and evaluation.
•Experience working in the Region.
SKILLS
•Knowledge of migration management principles, concepts and techniques.
•Experience working in post-conflict /emergency operations.
•Ability to coordinate multiple activities and work effectively and harmoniously with colleagues from varied cultures and professional background.
•Ability to work well under pressure and in difficult conditions.
•Good communication and coordination skills, and ability to draft clearly and concise reports.
•A high degree of computer literacy.

IOM’s official languages are English, French, and Spanish.
