SECTION 2
Organizational Context and Scope
| Under the direct supervision of the Chief of Mission in Honduras and in coordination with the relevant units at the Regional Office and Headquarters, the National Program Support Officer will support the coordination and implementation of the Mission’s Programme Support processes which will include project development, donor reporting, data, monitoring and evaluation and communications and the preparation of talking points, donor briefings, and presentations for resource mobilization purposes. |
SECTION 3
Responsibilities and Accountabilities
- Contribute to the overall direction of the Programme Support Unit to identify, assess, and coordinate the design and development of new programme opportunities, projects, or initiatives in coordination with relevant donors, government counterparts, public and private institutions, and UN Agencies.
- Support the development of thematic fundraising strategies by compiling and analyzing information on strategic migration-related initiatives, donor policies and priorities, and identifying new funding opportunities; contribute to the drafting of related strategic documents to inform the CO’s fundraising efforts.
- Contribute to the development and submission of new projects that respond to emerging trends and priorities, in close coordination with relevant Programme Officers, senior management, HQ, Regional Office and external partners, in compliance with donor interests and requirements, and IOM procedures and guidance documents.
- Consolidate and analyse data on programme implementation and indicators and coordinate with Programme Officers and senior management for the drafting of regular progress reports to be submitted to donors, partners and IOM Regional Office and Headquarters.
- Contribute to the implementation of DTM activities and field assessments, involving multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows and returnee assessments.
- Support the implementation of the CO’s external communications efforts in line with the Organization’s strategic communications priorities and guidelines, promoting an accurate narrative on migration-related issues with the media, general public, the UN and other key partners.
- Coordinate with the M&E team in supporting the development of key project indicators, in line with the mission’s strategy.
- Maintain regular contact with donor relations counterparts, including organising and attending meetings and field site visits, and updating sections of internal briefs on donor policies and priorities.
- Contribute to the development and training of staff within the unit and support succession planning whenever feasible.
- Contribute to the drafting of talking points and briefing notes for the CoM, senior management and programme teams.

SECTION 4
Required Qualifications and Experience
EDUCATION
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
- Master’s degree in the above-mentioned fields
EXPERIENCE
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
SKILLS
- Excellent writing and research skills;
- Excellent communication and negotiation skills;
- Strong interpersonal and teamwork skills;
- High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas
- Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing etc. is essential.
