GENERAL STATEMENT OF PURPOSE OF CONTRACT: The Procurement Agent is responsible for the procurement and/or acquisitions for services, supplies, construction, equipment, and non-expendable property through competitive contracts, purchase orders, or the applicable contracting mechanism. In the performance of these duties, the Procurement Agent has a good knowledge and understanding of USAID’s policies, regulations, and procedures in order to properly advise mission staff on the appropriate contracting mechanism. This position is located in the Executive Office (EXO) directly supervised by the Senior Procurement Agent.

Responsible for administrative procurement, which includes the procurement of supplies, general equipment, IT equipment, vehicles, furniture, construction, cleaning, maintenance, and consultancy services, both locally and in the United States (US). 

Responsible for award management.

Performs all administrative aspects of the contract administration process including tax exoneration, prompt payment, receipt of receiving reports and contract close out administration, and complete all official records management requirements in the Agency Secure Image and Storage Tracking System (ASIST). Prepares a weekly status report of all active procurement for the Contracting Officer and follows up on problem cases or priority procurement.

Under the direct supervision of the Supervisory Procurement Agent and additional work guidance from the Supervisory Executive Specialist (Deputy EXO) and/or Supervisory Executive Officer. The incumbent has the daily freedom to exercise a broad range of discretion within the published guidelines for all administrative procurement.

PRIOR WORK EXPERIENCE: Minimum of three (3) years of progressively responsible experience in an administrative field related to procurement, purchasing, contracts, biddings, etc. is required. Those candidates with additional professional experience relevant to the position are strongly encouraged to apply.

EDUCATION: Two years of university or college studies in Business Administration or related field is required. Applicants possessing higher level degrees are also strongly encouraged to apply.

LANGUAGE PROFICIENCY: Level IV (fluent) in English and Spanish is required. At this level, the incumbent must have a high degree of proficiency in both the written and spoken language, including the ability to translate. On occasion, the job holder may need to act as an interpreter. Must be able to clearly express ideas and concepts accurately both verbally and in writing. This may be tested

JOB KNOWLEDGE: Must have or show the potential to develop a good working knowledge of U.S. Government procurement regulations, Mission Notices and Instructions, Federal Procurement Regulations, GSA Global Supply, GSA schedules and a good working knowledge of contracting practices and procedures. Must have a good knowledge of local procurement practices, availability of supplies and services, local pricing, and the reliability of these suppliers.

SKILLS AND ABILITIES: Ability to research procurement using the internet and other resources; ability to use Windows based computer applications; ability to translate contract/purchase orders; and demonstrated writing and analytical abilities. Excellent communication and negotiation skills. Ability to drive vehicles for facilitating engagement in procurement-related activities such as obtaining quotes and making credit card payments. Must have leadership skills and the ability to guide staff to meet work objectives. This may be tested.
