ORGANISATIONAL CONTEXT:
The World Food Programme (WFP) works in Honduras to promote and protect livelihoods and human capital, addressing the root causes of hunger and poverty, and meeting the basic needs of the most vulnerable populations in crisis situations, in close collaboration with the government and other partners in the country. WFP has been present in Honduras since 1970, reaching annually about 1.5 million beneficiaries. WFP has a strong field presence, with offices and logistical structure in Tegucigalpa, Comayagua, Marcala, Santa Rosa de Copan, Choluteca, San Pedro Sula, Gracias a Dios, La Ceiba, and Puerto Lempira.
Under the direct supervision of the Partnerships Officer, the incumbent of this position is expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems daily. Job holders are expected to manage resources and coach and coordinate support staff.
JOB PURPOSE:
To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
OTHER POST REQUIREMENTS (details to be determined by Post Managers):
1. Lead the drafting, revision and strategic positioning of high-quality funding proposals and concept notes for both traditional and non-traditional donors, ensuring alignment with donor priorities, WFP corporate standards and country strategic objectives.
2. Support donor engagement, external positioning and high-level representation efforts, including participation in meetings, donor missions and events with senior WFP management, government representatives, donors and strategic partners.
3. Conduct donor intelligence mapping and funding opportunity analysis through Salesforce and other corporate platforms, preparing strategic resource mobilization updates for senior management.
4. Coordinate with programme, reporting, finance and supply chain units to ensure consistency between donor reports, contribution agreements and operational implementation requirements.
5. Support the review, analysis and processing of contribution agreements, amendments and partnership frameworks, ensuring compliance with WFP corporate and donor requirements.
6. Support grant registration and contribution management processes in coordination with HQ, LACRO and Global Offices, including the preparation of briefing notes, talking points and external communication materials for senior management.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- At least 6 years of working experience.
- Has demonstrated experience in donor engagement, resource mobilization, and the drafting or coordination of funding proposals, donor reports and contribution agreements within humanitarian or development contexts.
- Has experience engaging and coordinating with senior management, government counterparts, donors and external partners in high-level or sensitive contexts.
- Has demonstrated strong analytical, strategic writing and stakeholder coordination skills across multidisciplinary teams and organizational levels.
- Has demonstrated experience working in-person in international, regional or multicultural environments and coordinating with diverse stakeholders across different organizational levels.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Completion of secondary school education required. A post-secondary certificate in the related functional area.
University studies or a university degree in International Relations, Political Science, Development Studies, Communications, Business Administration or other related fields is strongly desirable.
Language: Fluency in Spanish (C) and working knowledge of English.
