The incumbent reports to the Mechanical Engineer Supervisor. The incumbent operates the New Embassy Compound (NEC) Raw Water Treatment Plant, Reverse Osmosis System, Wastewater Treatment Plant, and other utility systems to include (2) additional well systems for the NEC and residential supplemental water supply. Ensures that potable water is treated in accordance with Bureau of Overseas Buildings Operations (OBO) standards and is safe for consumption by Embassy community complying with EPA regulations. Ensures that wastewater effluent meets OBO standards and is safe for discharge for re-use in compound automatic irrigation system. Maintain systems capacity and reliability is to ensure continuity of Embassy operations. Implements preventative maintenance and repair program. Investigates and acknowledges plant operations alarms and responds to emergencies including power outage and equipment failures. The incumbent will be required to drive a U.S.Government vehicle (applicant will be required to provide a valid driver’s license and/or evidence of driver’s license payment receipt).
Employment Length: Indefinite subject to successful completion of probationary period.
Experience: A minimum of three (3) years’ experience at the journey level in the operations, maintenance, and repair, of raw water treatment plants, wastewater treatment plants or similar plant systems. Work experience must demonstrate a progression of increased responsibility working on complex sophisticated equipment and components, including operation and maintenance, and troubleshooting.
Education: Completion of secondary school required.
Language: Good Working knowledge Reading/Writing/Speaking in English is required. Fluent Reading/Writing/Speaking in Spanish is required. (This may be tested).
Job Knowledge: Ability to develop detailed knowledge of pertinent human resources regulations, policies and procedures of the State Department and associated agencies as they relate to the Human Resources Office is required. Good working knowledge of local Human Resources practices and procedures and local labor law is required.
Skills and Abilities: Must have knowledge of operations, services, activities, and terminology of raw water and/or wastewater treatment program including plant processes and controls; principles, practices, chemicals, and operating procedures related to the operation and maintenance of a of raw water and wastewater treatment including equipment (such large pumps, valves, and motors); materials, tools, equipment, and methods used in the general construction, operation, maintenance, and repair of treatment plant facilities, systems, and equipment; methods and techniques of reading and interpreting gauges, recording devices, and related monitoring systems; maintenance and repair principles and practices including preventative maintenance procedures; emergency maintenance and repair procedures related to wastewater treatment facilities; methods and techniques of conducting tests and procedures related to wastewater treatment analysis; basic principles of microbiology; mathematical calculations used in wastewater treatment operations including algebraic calculations; hydraulic principles; operational and safety regulations, hazards and practices pertaining to wastewater treatment plant operations; principles and procedures used in the proper handling of chemicals; basic electrical principles; and principles and practices of record keeping.
