Project and Activity Objective 

The USAID/Honduras Monitoring and Evaluation Support for Collaboration, Learning, and Adapting (MESCLA 2.0) Activity is a five-year project aimed at supporting and strengthening the monitoring and evaluation of USAID development assistance in Honduras. The MESCLA 2.0 project will provide USAID/Honduras with project and activity evaluation, performance monitoring, learning, assistance in strategy development, activity design, and performance management support services in order to implement the Mission's new Country Development Cooperation Strategy (CDCS). 

MESCLA 2.0 performs under three components: 1) Component 1 is evaluations, research, assessments and special studies, 2) Component 2 undertakes the collaborative, learning and adapting support, and 3) Component 3 performs all the task related to strengthening the local capacities and internships programs. 

Position Description

MESCLA 2.0 is seeking a Research Analyst to provide support to related Component 1 tasks working jointly with the Monitoring and Evaluation (M&E) Specialist, in order to meet USAID´s requirements of quality, analysis for the evaluations, research and special studies. Additionally, the Research Analyst may assist the Geographic Information Systems (GIS) and Data Analysis Specialist and Evaluation Manager in evaluation, assessment and big data analysis.

This position is a short-team technical assistant agreement, that can be a local or international. 

Responsibilities

This position will work under demand related to USAID task planning. Some key and illustrative duties to be performed are as follows:

  • Design data analysis plans and proposed methodology for performance evaluations and impact according to the Scope of Work approved by USAID.
  • Support the evaluations in the scoping phase and implementation during the sampling phase and quantitative analysis.
  • Managing datasets including transferring data, naming and ordering variables and variable labels; data coding; data cleaning including filtering and handling missing values; and merging datasets.
  • Working as a part of the evaluation teams in the implementation and analysis phase.
  • Quantitative analysis using STATA including: descriptive or diagnostic analysis; comparative analysis; regression analysis (i.e. OLS, Logit, Probit)
  • Qualitative coding and analysis using software such as Dedoose, NVivo, etc.
  • Create visual representation of findings (i.e., graphs, tables, dashboards)
  • Prepare reports in English and Spanish

Position requirements

  • Bachelor’s degree in Economics or similar are + 8 years’ of experience; OR Master’s Degree in Economics or similar area + 4 years’ experience
  • Must have relevant professional experience participating in evaluations, data analysis and providing program recommendations based on data.
  • Experience managing data and conducting data analysis with both quantitative and qualitative data using software such as STATA and Dedoose, or other qualitative software.
  • Familiarity with USAID project planning and procedures strongly preferred.
  • Good interpersonal communication.
  • Intermediate computer skills particularly, Microsoft Office.
  • Fluent written and oral proficiency in English and Spanish required. Must be able to communicate effectively in both languages.
