Senior CLA Specialist: Economic Growth Office

Job Title: Senior CLA Specialist: Economic Growth Office

As part of the MESCLA 2.0 team, the Senior CLA Specialist provides direct support to the USAID/Honduras Economic Growth Office (EGO) to improve strategic and programmatic effectiveness in a way that promotes collaboration, learning, and adapting (CLA) throughout the Mission.  The Specialist works under the guidance of the MESCLA 2.0 Chief of Party (COP) and in close coordination with relevant USAID/Honduras EGO and MESCLA 2.0 staff. Furthermore, the  Specialist will build in-house capacity in a variety of technical areas, including Feed the Future, the market systems approach, facilitation skills, and monitoring, evaluation, and learning.

This position reports on a day-to-day basis to the Director/Deputy Director of the USAID/Honduras Economic Growth Office. 

Duration: This position will last approximately one year, estimated as beginning in Nov 2024.

Responsibilities:

In close coordination and with technical and logistical support from the MESCLA 2.0 team the Senior CLA Specialist will assist the EGO office to:

  • Streamline Information Flows between Washington and Missions: Recognizing there are numerous opportunities for knowledge exchange, in collaboration with the Senior Knowledge Management and Organizational Learning Advisor, assess information flows between Washington and the Mission and make suggestions for improvements or changes.
  • Streamline Data Collection and Reporting Mechanisms Across EGO’s Implementing Partners (IPs)s: Recognizing the increase in the number of USAID local partners, provide guidance on improving data collection and reporting practices by IPs to ensure the quality and validity of office reports.
  • Support the Integration and Alignment of Office Portfolios: Assist the technical teams in advancing the integration of interventions, identifying how they all contribute to and support the office’s goals.
  • Support and Overview the Development of Key Technical Briefs: Continuing with the coordination efforts across office technical teams, support the points of contact in drafting technical briefs and champion their implementation across IPs.
  • Training and Capacity Building: In collaboration with the technical team and the MEL specialist, identify key areas for training and capacity building within the IPs, to facilitate MEL processes within the office and across EG IPs.
  • Standardizing Processes: Develop or enhance Standard Operating Procedures (SOPs) and reference guides to facilitate information-sharing, analysis, collaboration, and transparency across EGO.
  • Provide CLA Support to the EGO Office: Strengthen and update the EGO Learning Agenda to outline key lines of analysis and ensure complementarity across activities.
  • Work with team members to develop standardized Pause and Reflect sessions with IPs.
  • Strengthen Internal CLA Practices: Support the development of workshops, guidance, and tools, as well as capturing and sharing best/promising practices and lessons learned.
  • Substantive Role in Work Planning for the CLA Team: Lead participatory work planning sessions, playing a substantive role in developing and coordinating the CLA Team's efforts.
  • Support EGO in MEL and KM until key specialists have been onboarded. Once onboarded, provide in-depth training and handover in these areas.
  • Attend in person or virtually the weekly coordination meetings the biweekly USAID MEL specialists’ meetings with MESCLA 2.0

Qualifications:

  • A Master’s degree in a relevant field.
  • A minimum of 4 years of experience in using methods and tools relevant to MEL in market systems development and programmatic integration, preferably with involvement in facilitating strategic workshops for learning and adaptive management processes.
  • Experience in knowledge management, documentation and sharing of learning as well as knowledge of the USAID CLA framework.
  • Proven facilitation skills and leading of workshops, learning, analysis, and planning sessions

  • Fluency in English and Spanish is required
