General Statement of Purpose of the Contract:
The USAID Project Management Specialist (Monitoring, Evaluation, and Learning) is located in the
Economic Growth (EG) Office and serves as the control and point of contact in the development of effective
strategic information and monitoring, evaluation, and learning systems in support of the full range of Activity
Manager’s managing Mission EG programs/projects/activities. EG activities cover a wide range of technical
sectors, including but not limited to the following: agriculture, private sector engagement, market systems
development, natural resource management, biodiversity conservation, climate change adaptation and
mitigation, trade, energy, and solid waste management.
The USAID Project Management Specialist (Monitoring, Evaluation, and Learning) applies evaluation
research to the monitoring of program/project/activity implementation to document results and to translate
MEL and other data into meaningful policy and program improvements. The job holder provides technical
guidance to EG Office staff and management, the broader USAID Mission, and implementing partners (IPs) involved in program monitoring and evaluation. The job holder serves as an Activity Manager for awards
that support EG’s MEL or Collaborating, Learning, and Adapting (CLA) needs, such as studies to inform
learning, activities to strengthen MEL systems, and/or EG activity and program evaluations, responsible for
providing technical and programmatic guidance to assigned activities.
The USAID Project Management Specialist (Monitoring, Evaluation, and Learning) reports to the EG Office
Deputy Director or designee.

EDUCATION: Bachelor’s degree in the areas of social science, statistics, economics, international development, or
other related field is required. Applicants possessing higher level degrees are also strongly encouraged to apply.
 

PRIOR WORK EXPERIENCE: A minimum of five (5) years of experience in monitoring, evaluation, and
learning (MEL), evaluation of program/project/activity implementation, in direct program/project/activity
management, or in a closely related activity, is required. Those candidates with additional professional
experience relevant to the position are strongly encouraged to apply.
 

LANGUAGE PROFICIENCY: Level IV (fluent) proficiency in English and Spanish. At this level, the employee
is required to possess a high degree of proficiency in both written and spoken English, including the ability to
translate the host country language into precise and correct English, and English into the applicable foreign
language. On occasion, the employee might be expected to act as an interpreter in situations where considerable
importance attaches to proper word meaning. This may be tested.
 

JOB KNOWLEDGE: The job holder must have in depth, professional-level knowledge of development
approaches and methods for performance analysis, data visualization, program design, and monitoring and
evaluation. The job holder must have excellent knowledge of MEL systems, economic growth programming, and
international donor operations in the sector. The job holder must have knowledge and understanding of the
economic, political, social, and cultural characteristics of the cooperating country; development problems in the
several of the following economic growth sectors (i.e. agriculture, private sector engagement, job creation,
biodiversity conservation, natural resources management, climate change adaptation and mitigation, energy, and
trade) in the cooperating country and the region; an understanding of the resources, resource constraints, and overall
development prospects and priorities of the cooperating country and the region. The job holder must have working
knowledge or the potential to acquire knowledge of USG legislation, policy, and practice relating to monitoring,
evaluation, and learning, and of USAID programming policies, regulations, procedures, and documentation, and of
the objectives, methodology, and status of assigned activities.
 

SKILLS AND ABILITIES: The job holder must have the ability to plan, organize and execute complex MEL
activities, including the ability to provide technical leadership and apply this ability to programming in the
cooperating country and the region. The job holder must have the ability to issue precise and accurate factual reports
using rigorous analytical and interpretive skills. Excellent communication skills both writing and speaking,
especially in being able to communicate technical subjects to individuals with nontechnical background. This role
requires the ability to respond professionally and adjust in fluid situations to meet deadlines in the face of competing
priorities and time pressures. Excellent computer and software skills including ability in Excel and/or other
analytical databases (e.g., SPSS, STATA, R). This may be tested.
