Project Background:

The Honduras Local Governance (HLG) Activity works to enhance basic service delivery provision through increased citizen influence and improved governance in 35 partner municipalities with high migration and violence rates in both urban and rural areas. The Activity ensures that health, education, and other critical services are expanded, deepened, and made sustainable as part of a holistic effort to promote local governance. 

HLG prioritizes and enhances strengths in each partner municipality and in the local system. In coordination with the municipality and Civil Society Organizations (CSOs), HLG develops customized Municipal Action Plans. The key characteristics of HLG’s approach are citizen-centered, evidence-based, flexible, and localized. This is achieved through the capacity development of local government and service providers while continuing to strengthen the essential capacity of civil society groups, local governments, and service providers to provide citizens with improved services. In accordance with the USAID/Honduras Country Development Cooperation Strategy (CDCS) 2020–2025, the U.S. Strategy for Addressing the Root Causes of Migration in Central America, July 2021 (RCS), and the Collaborative Migration Management Strategy July 2021 (CMMS), the Activity focuses on high-outmigration municipalities. HLG’s overall approach, methodologies, and interventions will aim to build the “rootedness” of the population in target municipalities to reduce irregular migration. The Activity will also contribute to the reduction of irregular migration and reintegration of migrant returnees while adopting Positive Youth Development (PYD) approaches within the HLG context.

 

Role’s Purpose

The HLG Activity seeks to hire a highly motivated, autonomous, dynamic, and attention to detail Communications Officer with excellent writing and design skills to join its Office in Tegucigalpa, Honduras. The Communications Officer will be responsible for social media and web content following HLG’s Branding Implementation and Marking Plan.

 

Objectives and duties:

As part of the HLG Activity, the Communications Officer will work under the supervision of the Communications and Knowledge Management Specialist.  The Communications Officer will be responsible for the following:

  • Support the HLG Activity’s Communications efforts including support for implementing the Branding Implementation and Marking Plan.
  • Review, design, format, and finalize key publications, documents, reports, and USAID deliverables per HLG Branding and Marking Plans. 
  • Assist with developing and disseminating communications materials to program stakeholders.
  • Assist with managing social media communications and outreach mechanisms and materials (i.e. Facebook, Instagram, X, and others as indicated).
  • Design potential social media campaigns for commemorative dates. 
  • Prepare materials and upload them to the website (WordPress).
  • Assist in drafting press releases, presentations, and materials as needed and assigned.
  • Monitor all media and social media to monitor news that is related to HLG activities both at the national level and in the areas of intervention.
  • Support the organization of events and planning of program workshops, forums, and other events as assigned.
  • Support HLG’s regional office staff and provide feedback to ensure events and promotional materials comply with HLG’s Branding and Marking Plan.
  • Assist with writing briefing documents for upcoming events.
  • Assist in the coordination with regional staff to collect information on HLG’s impact for social media and reporting.
  • Responsible for taking quality pictures in HLG public activities, seminars, workshops, and any other assigned.
  • Support the project’s media, outlets, communications, and digital archive of photos and relevant videos.
  • Travel to HLG’s targeted municipalities to execute responsibilities as needed and assigned, such as conducting interviews for success stories.
  • Assist with live broadcasting through social media or other virtual platforms for HLG-sponsored events, as requested.

 

Minimum Qualifications and experience:

  • University studies in Communications, Graphic Design, Journalism, or a similar field. 
  • One to three years of experience in communications for development donors or programs.
  • Good writing skills and demonstrated expertise in proofreading and formatting.
  • Design skills and demonstrated experience with graphic design tools (Adobe Suite)
  • Proven experience managing and creating content for social networks (Facebook, Twitter, etc.) and websites (WordPress)
  • Experience planning and implementation of outreach and media events.
  • Proven ability to take quality photos and edit videos.
  • Previous experience with USAID activities is highly desirable.
  • Attention to detail and ability to manage and complete tasks on time without significant oversight.
  • Ability to work as a team player as well as individually.
  • Good interpersonal and diplomatic skills, including cultural sensitivity and political awareness
  • Level 4 (fluency) in Spanish is required and Level 3 (good working knowledge) of English proficiency is preferred.

 

Reporting

This position reports to the Communications and KM Specialist.

Grade

This position is in the FSN 7 of our Salary Scale.
