Trócaire is the official overseas development agency of the Catholic Church in Ireland. Trócaire was established to express the concern of the Irish Catholic Church for any form of human need, but particularly for the needs and problems of communities in the Global South. With our partners we work with some of the world’s poorest people, supporting women, men and communities for long-term change. In Ireland, we raise awareness about the causes of poverty through our outreach programmes in the education sector, through parish networks, and through our public campaigns and advocacywork. For fifty years, Trócaire has worked in partnership with local civil society organisations in the countries where we operate. Partnership work is a central component of our work. In our Strategic Plan 2021-2025 we are committed to further develop this partnership work, strengthening the capacity of our partners to achieve sustainability and independence. To achieve this Trócaire has a Partnership and Localisation Strategy that is focused on four outcomes: voice and influence; partnership approach; capacity building; funding and resources.
Trócaire has been working in Honduras for 50 years. During this time, we have worked with a wide range of partners, from grassroots community organisations to national NGOs. Currently, Trócaire works with 22 partners. Through this work, Trócaire's team in Honduras has gained experience, knowledge and credibility incapacity strengthening processes of our partners.
Context of Work
The COSUDE Project was an 18month capacity strengthening project that supported seven partner organisations as part of Swiss Agency for Development and Cooperation (SDC)’s exit strategy from Honduras. The project aimed at supporting the seven partners to establish solid foundations that will enable them to remain structurally and financially sustainable. The focus was on two areas:
- Financial and administrative management
- Resource mobilisation
Implemented from December 2022 to May 2024, the project successfully supported the seven partners to develop resource mobilisation strategies, strengthen their grants management capacity, enhance participation of their board of directors, and improve financial planning, implementation and accountability.
Trócaire is seeking to document this project as a case study in partnership management. Trócaire’s Partnership Policy outlines the partnership journey, which includes a sustainable exit through continued partner viability and sustaining programme outcomes. The case study will focus on institutional strengthening as a strategy for sustainable partnership exit. The successes and lessons from this project will be useful in influencing policy and practice. The approaches used in, and lessons learned from, this project could inform Trócaire and the broader sector on effective models/approaches for partnership management, particularly in achieving sustainable exits
Scope of the Work
This case study will document the institutional capacity strengthening support provided to seven partner organisations in Honduras. The primary focus will be on identifying and highlighting good practices, significant changes that contributed to the structural and financial sustainability of the partners, and lessons learned. The case study will draw on secondary data sources, including project proposal, progress reports, resources developed, the final report and testimonials from the project participants. Where necessary, the consultant will seek additional information from the Country staff.
Proposed Methodology
The methodology will centre on a comprehensive review of secondary data and will incorporate the Significant Change methodology. The process will include several key phases: data review and document analysis, identification of significant changes, thematic analysis to categorise and interpret data, and narrative construction to synthesise the identified significant changes and thematic findings.
The draft case study developed will be reviewed for accuracy and completeness by key project partners and the Honduras Country Team who were engaged in the project.
Timeline
The documentation is expected to begin in September 2024 for a period of approximately 15 days.
Final Product
The consultant will be expected to deliver the following outputs:
- Inception report detailing the methodology and approach
- Draft case study for review
- Final case study that incorporates feedback from Trócaire
Experience/Skills:
The prospective candidate should possess the following qualifications:
- Advanced university degree in Social Sciences, Communication, or a related field.
- Experience in knowledge management and documentation of case studies.
- Proven experience in conducting evaluation and various types of research and using
qualitative approaches - Strong analytical and documentation skills to document findings, lessons learned and best
practices. - Excellent communication and interpersonal skills to engage with diverse stakeholders.
- Knowledge of the Spanish language is an added advantage.
