The Finance and Administration (F&A) Director is a senior member of the leadership team in Honduras, working closely with the Chief of Party (COP) and Deputy Chief of Party (DCOP) as the lead advisor on all financial, operational, and administrative matters. Based in Tegucigalpa, the F&A Director is responsible for the strategic oversight and day-to-day management of finance, budgeting, procurement, logistics, human resources, administration, and compliance functions, and will directly supervise relevant staff and partners.
This position plays a central role in delivering the USDA McGovern-Dole Honduras project’s mission: leveraging U.S.-provided commodities to strengthen school feeding, literacy and nutrition in Honduras. The F&A Director will lead the development, monitoring, and execution of the project’s multimillion-dollar budget, ensuring that financial resources are strategically allocated, expenditures align with work plan priorities, and cost controls are rigorously maintained. They will oversee all aspects of financial reporting, forecasting, pipeline analysis, and donor compliance, and will serve as the primary liaison with Partners of the Americas’ headquarters on financial, donor compliance, and contractual matters.
In coordination with the Supply Chain Manager, the F&A Director will ensure that commodities are received, cleared, stored, transported, and delivered in full compliance with USDA regulations—maintaining transparent, auditable financial and logistical systems from port of entry to school distribution. S/he will also build the capacity of local staff and subrecipients in financial management, procurement, and compliance, and represent the project to government authorities, auditors, and external partners.
Roles and Responsibilities
Financial Management and Compliance
- Overall responsibility for finance, administration, HR, operations, and procurement matters, ensuring full compliance with USDA regulations, POA policies, and Honduran laws.
- Lead all financial management functions, including accounting, budgeting, forecasting, reporting, and oversight of sub-agreements and contracts.
- Evaluate existing finance and administration systems to identify operational efficiencies, and implement standardized procedures aligned with USDA regulations, POA policies, and Honduran laws.
- Monitor cash flow, expenditure and procurement plans, ensuring budget adherence and timely disbursement of funds.
- Lead the adaptation of manuals and policies, provide training, and ensure compliance with standard operating procedures.
- Maintain strong internal controls, separation of duties, and adherence to Partners’ schedule of authorities.
- Manage interactions with the Government of Honduras and other stakeholders on tax exonerations, local permits, labor law compliance, and related administrative requirements.
- Prepare required financial reports, coordinate internal and external audits, and implement audit recommendations; conduct periodic internal reviews to assess and mitigate risks.
- Provide accurate and timely financial reports for internal and donor use.
- Ensure compliance with donor and Partners reporting deadlines, including budget projections, LOE estimations, and travel plans required for work plan activities.
Operations, Procurement, and Administration
- Oversee office operations, facilities, IT, and asset management across start-up, implementation, and closeout processes.
- Lead transparent, competitive, and compliant procurement of goods, services, consultants, and locally procured commodities.
- Supervise full procurement lifecycle: drafting/review of RFPs, RFQs, RFAs, APSs, evaluation criteria, bid analysis, contract drafting, and deliverable review in line with Partners’ policies.
- Supervise HR functions, including recruitment, onboarding, payroll, benefits, performance management, workplace safety, and compliance with labor law, while fostering a positive and healthy work environment.
- Ensure adherence to labor laws and organizational HR policies.

- Maintain and update key compliance documentation, including procurement records, HR files, and financial reports.
Commodity and Logistics Support
- Support and complement the Supply Chain Manager in maintaining robust systems for warehouses, logistics, and commodity management.
- Oversee tenders and compliance procedures for vendors that provide services related to receipt, nationalization, storage, transport, and distribution of USDA and locally procured commodities.
- Liaise with shipping agents, port authorities, customs officials, surveyors, and transport providers to ensure timely and compliant importation, clearance, and delivery of commodities.
- Lead troubleshooting and resolution of supply chain or logistics challenges to ensure the timely delivery of commodities to schools.
Capacity Strengthening, Leadership, and Coordination
- Supervise and mentor the finance, administration, procurement, and HR leads, fostering strong performance and professional growth, with direct supervision of at least four staff and overall responsibility for the team assigned to finance, operations, HR and administration.
- Provide training and capacity building for project staff and local partners to strengthen financial, operational, and compliance systems for long-term sustainability.
- Serve as a key member of the senior management team, contributing to strategic planning, problem-solving, and risk management in coordination with the COP and DCOP.
- Promote teamwork and effective communication between departments.
- Promote a culture of transparency, accountability, safeguarding, and zero tolerance for fraud, corruption, or misconduct, while representing the project with government counterparts, USG stakeholders, auditors, and service providers on finance and operations matters.
- Serve as Security Focal Point to maintain evolving security conditions and update the Emergency Action Plan in coordination with HR and project leadership.
Qualifications and Minimum Requirements
- Advanced degree (Master’s minimum) in finance, business administration, supply chain management, procurement, or a related field.
- At least eight (8) years of relevant experience managing large donor-funded grants/contracts with international NGOs and/or private voluntary organizations, preferably in Honduras; minimum of five (5) years of direct staff and team management experience required.
- Strong understanding of USG/USDA policies and procedures, including procurement policies, compliance regulations, and reporting requirements. Experience with commodity management, importation, and transportation of goods is highly desirable.
- Strong oral and written communication skills with full professional fluency in Spanish and English. Level C1 in English is desirable.
- Excellent organizational and time management skills, with the ability to prioritize, meet deadlines, and manage competing demands.
- Proven ability to work collaboratively with partners in the implementation of highly complex programs.
- Proficiency in Microsoft Office applications, particularly Outlook, Word, PowerPoint, and Excel.
- Proven ability to work independently while effectively tracking, documenting, and reporting progress.
- Travel Requirement Percentage: Approximately 20%
