The Regional Monitoring, Evaluation and Learning Officer (MEL-Officer) will serve in accordance with SHI’s vision, mission, values, goal, objectives, policies, and procedures. The MEL-Officer will support the implementation of the SHI regional projects and with particular emphasis on the Tree Project in SHI – Honduras, under a rigorous system of accountability, knowledge management and performance assurance, through the Impact Program and Evaluation Unit (PME). The MEL-Officer works in close coordination with the Program Impact Manager (PIM) to ensure alignment with the regional SHI MEL policies, practices, processes and institutional systems and contribute to strengthening the MEL function of all SHI Projects and particularly in Honduras.
As the lead for the monitoring and evaluation work, this position has overall responsibility for ensuring the quality of MEL results across SHI´s regional project portfolio and the actions of the Tree Project. Participates in the region's management team to help guide the performance and assurance of the projects and ensure quality in the design and development of the portfolio. He/she also leads the implementation of MEL policies, practices and institutional systems in Honduras. This position provides subject matter expertise in MEL to support the regional projects from the design to closure including the implementation of logical frameworks, collecting data, data analysis, result dissemination, reporting and project evaluations for all SHI´s projects.
As a focal point for the MEL function, this position is expected to liaise with the Tree Project Manager, SHI Honduras Country Director, Program Impact Manager (PIM), and other local field staff to collaboratively build the MEL capabilities and provide support at the regional level with regards to relevant policies, processes, practices, systems and data analysis.
Through regular collaborative meetings with program leaders, The MEL officer will provide updates on data points of interest, assist with the development of new ways to explore, report and interpret quantitative and qualitative information, and support the Tree Project
Manager and Country Directors with tools and information required to successfully lead and enhance their respective projects.
This position will report to the Director of Programs and Partnerships. While part of the overall SHI-US staff structure, this is an independent contractor position based outside of the US. The person who holds this position must have the appropriate paperwork to work in his/her country of residence and is responsible for his/her own taxes per local laws.
