Feed the Future Honduras Alliance for Economic and Environmental Resilience

 The Rainforest Alliance is recruiting a consultant or consulting team to develop the Overall Umbrella Environmental Mitigation and Monitoring Plan (EMMP) and Construction Risk Assessment (ADS 201) for the USAID activity entitled Feed the Future Honduras Alliance for Economic and Environmental Resilience (Coalition para la Resiliencies Economic y Ambiental—CREA). Through this activity, the Rainforest Alliance will strengthen the capacity and increase the income of at least 4,000 producers and 60 local companies in Honduras’ northern Atlantic region by implementing profitable business models, while restoring and protecting natural resources and ecosystems to increase their competitiveness and ability to sustainably create jobs. 

  1. Objective: 

The main objective of this consultancy is to develop the Overall Umbrella Environmental Mitigation Monitoring Plan (EMMP) and the Construction Risk Assessment (ADS 201) ensuring compliance with USAID environmental regulations under 22 CFR 216 and other regulatory references as required under the Feed the Future Honduras Alliance for Economic and Environmental Resilience project. 

  1. Activities: 

 The scope of work should include at least the following activities: 

  • Formulate a schedule and work plan for the consultancy for review and feedback from the Feed the Future Honduras Alliance for Economic and Environmental Resilience team. 
  • Review the Feed the Future Honduras Alliance for Economic and Environmental Resilience technical proposal, draft work plan, Activity IEE, Pesticide Evaluation Report and Safer Use Action Plan (PERSUAP), the Construction Risk Assessment guidelines (ADS 201), as well as any other pertinent documents, and gather relevant information needed for the environmental screening process. 
  • Review various USAID environmental screening/assessment procedures and determine their relevance and applicability to a Feed the Future Honduras Alliance for Economic and Environmental Resilience work plan and sub-activities.
  • Review and complete the Environmental Review Form (ERF) and the Environmental Review (ER) checklist using the impact assessment tool.
  • Review various USAID environmental and social policies, such as the Youth in Development Policy, and Youth Development Policy 2022 Companion Guide, Indigenous Peoples Policy, Social Impact Assessment Policy, Land Tenure Guidelines, Biodiversity Policy, among others as a regulatory and technical reference.
  • Undertake scoping and analysis of proposed project activities and sub-activities vis-a-vis corresponding USAID environmental impact assessment (EIA) tool/checklist and appropriate sectoral environmental guidelines (SEGs). 
  • Based on the initial analysis of environmental impact, recommend appropriate modifications (if any) on project activities and sub-activities. 
  • Provide guidance and inputs to the Feed the Future Honduras Alliance for Economic and Environmental Resilience team regarding the environmental implications of planned activities, potential environmental impact mitigation measures as applicable, and construction risks (ADS 201)
  • Formulate the Umbrella Environmental Mitigation and Monitoring Plan (UEMMP) ensuring compliance with USAID environmental regulation 22 CFR 216 and other regulatory references as required under the Feed the Future Honduras Alliance for Economic and Environmental Resilience contract agreement.
  • Formulate the Construction Risk Assessment (ADS 201) ensuring compliance with USAID environmental regulation 22 CFR 216 and other regulatory references as required. Identify any and all construction activities, carry out an assessment of any risks, and develop a plan to monitor and mitigate each risk identified.
  • Formulate clauses in the UEMMP that ensure that environmental compliance language is included in all procurement and obligating documents, such as sub-awards and others 
  • Present the draft reports to Feed the Future Honduras Alliance for Economic and Environmental Resilience Activity management for comment and submit final reports incorporating comments and modifications. 
  1. Requirements 

The consultancy requires an individual or a consultant firm, that can meet the following requirements: 

  1. Experience designing and conducting Umbrella Environmental Mitigation and Monitoring (UEMMP) and Construction Risk Assessment based on USAID regulations. 
  2. Demonstrated experience working with USAID projects.
  3. Demonstrated knowledge in the agriculture and forest sectors.
  4. Fully Bilingual in English and Spanish. 
  5. Assertive and empathetic communication skills. 
  6. Experience working with diverse social groups, including women, youth, and Indigenous peoples in Honduras. 
  7. Demonstrated ability to collaborate with technical teams of diverse cultural backgrounds. 
  8. Commitment in environmental and local economic development projects.

1. Proposed work schedule and methodology 

  • Methodology and workplan describing what/whom/where/how UEMMP and Construction Risk Assessment will be conducted and developed. 

2.  Environmental regulation Analysis  

  • An analysis of the information reviewed and gathered presented considering any environmental gaps found and recommendations to incorporate in the UEMMP, Construction Risk Assessment and work plans.
  • Review and complete the Environmental Review Form (ERF) and the Environmental Review (ER) checklist using the impact assessment tool.

3 Delivery modification to project activities.

  • Present a scoping and analysis of proposed project activities and sub-activities vis-a-vis corresponding USAID environmental impact assessment (EIA) tool/checklist and appropriate sectoral environmental guidelines (SEGs). 
  • Based on the initial analysis of environmental impact, recommend appropriate modifications (if any) on project activities and sub-activities.
  • Recommendation report including inputs to guide the Feed the Future Honduras Alliance for Economic and Environmental Resilience team regarding the environmental implications of planned activities, potential environmental impact mitigation measures as applicable and Construction Risk Assessment (ADS 201)

4. Develop a draft Umbrella Environmental Mitigation and Monitoring Plan-(UEMMP) and a Construction Risk Assessment. 

  • Draft Umbrella Environmental Mitigation and Monitoring Plan (UEMMP) and a Construction Risk Assessment Developed.

5.Final Umbrella Environmental Mitigation and Monitoring plan (UEMMP) and Construction Risk Assessment.

  • Present the UEMMP ensuring compliance with USAID environmental regulation 22 CFR 216 and other regulatory references as required under the Feed the Future Honduras Alliance for Economic and Environmental Resilience agreement.
  • Present the Construction Risk Assessment (ADS201) ensuring compliance with USAID environmental regulation 22 CFR 216 and other regulatory references as required under the Feed the Future Honduras Alliance for Economic and Environmental Resilience agreement.
  • Formulate clauses in the UEMMP that ensure that environmental compliance language is included in all procurement and obligating documents such as sub-awards, and Grants.
