JOB DESCRIPTION

Job Title:         Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) Officer

Department:   Latin America Ministry Team (LAMT)

Location:        Honduras

Reports To:     Country Director

Salary Level:   TBD

PURPOSE:

The PMEAL Officer will be responsible for supporting program and project implementation, contributing to organizational learning, ensuring accountability, providing opportunities for stakeholder feedback to be captured and promoting evidence-based decision making.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develop effective M&E frameworks, tools and systems for all programs and projects implemented in Honduras;
  2. Responsible for Data Collection, Analysis and Management in M&E;
  3. Documentation, Dissemination and Utilization of M&E information;
  4. Support the Organizational Learning & Decision Making from PMEAL;
  5. Assure Accountability and Stakeholder participation in M&E;
  6. PMEAL Stakeholder Learning, Communication & Information Sharing.
  7. Assist in community-level project monitoring and evaluation that supports further improvements to the participatory village planning and organizing process, including integrating how communities assess their own community capacity indicators.
  8. Develop and periodically update training materials to partner agencies.
  9. Collaborate in the creation and planning of the different project proposals presented by World Renew.
  10. Responsible for sending reports to the North-American offices through the information system.
  11. Update evaluation documents, plans and work strategies.
  12. Collaborate in the evaluation of staff and partner agencies.
  13. Support the administrative function of the Complaint and Feedback mechanisms established in their designated area, with a focus on handling incoming Complaint in coordination with their compliant Advisory Group, and an immediate escalation of compliant requiring investigations by the Safeguarding  Coordinator.
  14. Performs other related tasks assigned by the Immediate supervisor or Higher Headquarters.

QUALIFICATIONS:

  1. Commitment to serving Jesus Christ, in line with the values of World Renew. 
  2. Excellent writing, synthesis, research and information analysis skills. 
  3. Knowledge of the Logical Framework and other planning tools for the design of development projects. 
  4. Excellent communication skills (both written and verbal, both Spanish and English) to advance program development, monitoring and reporting. 
  5. Financial ability to prepare budgets and understand financial reports. 
  6. Commitment to promote a work environment that values diversity and equality, as well as maintaining respectful relationships with others. 
  7. Commitment to integrating social inclusion and safeguarding in all aspects of our programming, plans, policies and organizational structure. 
  8. Ability to work in a team and develop team skills in others. 
  9. Proactive and able to work with minimal supervision. 
  10. Advanced competence in Microsoft Word and Excel.

EDUCATION AND/OR EXPERIENCE:

1. Professional with a university degree in a field related to International Development, Economics, Project Management or related careers. 

2. A minimum of four years of work experience in community development or consulting for organizational development, in one or more areas of microfinance, agriculture, economy, community development, literacy or community health. 

3. Experience in design, implementation and evaluation of monitoring and learning systems and project management.

LANGUAGE SKILLS:

Fluency / command to communicate in both Spanish and English and able to work professionally in both languages.

The functions and tasks of the PMEAL Officer will be carried out on a schedule from 8am to 5pm for five days of the week on a regular basis, although it may eventually be extended to additional hours or work on the weekend as the tasks require.

The work will be carried out in the office of World Renew in Tegucigalpa. Frequent travel to local partners’ offices and remote rural communities will take place.
