The Supply Chain Manager will be based in Tegucigalpa, Honduras and serve as the senior supply chain lead and subject matter expert for the USDA McGovern-Dole Honduras Project. They will provide overall leadership and technical oversight of all supply chain functions, including procurement, importation, nationalization, customs clearance, transportation, warehousing, commodity tracking, and distribution to schools.

The Supply Chain Manager will oversee both U.S.-provided commodities (rice, beans, oil, fortified flours) and locally procured foods (e.g., eggs, vegetables, fruit) to ensure timely, compliant, and efficient delivery to schools in Intibucá and La Paz. S/he will be responsible for pipeline management, call-forwards, MT balance calculations, distribution planning, loss prevention, claims management, and reporting, while ensuring compliance with USDA regulations (7 CFR 1599, 7 CFR 1590), Honduran law, and Partners of the Americas (POA) policies.

The Supply Chain Manager will oversee a team of at least four staff members, including those in warehouse and logistics roles. This position will work closely with the Finance and Administration (F&A) Director and will be supervised by the Deputy Chief of Party (DCOP). The manager will regularly communicate with port authorities, customs officials, freight forwarders, transport providers, and local government stakeholders to ensure the supply chain operates transparently, accountably, and efficiently from the port of entry to school-level distribution.

Roles and Responsibilities

Commodity Pipeline and Distribution Management

  • Develop and monitor commodity pipelines and distribution plans to ensure timely delivery of both U.S. provided and locally procured food commodities.
  • Coordinate with USDA and POA HQ on call-forwards, shipping schedules, and pipeline analyses.
  • Perform metric ton (MT) balance calculations and monitor distribution routes from warehouses to schools, ensuring alignment with feeding days and menu requirements.
  • Oversee documentation and resolution of claims related to commodity losses, damages, or delays, including reporting to USDA and insurers.

Procurement and Vendor Oversight

  • Lead procurement processes for local food commodities, transport services, and warehousing, ensuring competitive, transparent, and compliant procedures.
  • Negotiate, monitor, and manage contracts with vendors, freight forwarders, surveyors, customs brokers, and transport providers.
  • Regularly assess supplier performance and provide recommendations for improvement or corrective action.

Warehousing and Inventory Control

  • Supervise warehouse operations to ensure security, food safety, and compliance with FIFO/FEDFO standards.
  • Oversee monthly and annual physical inventories, cycle counts, and reporting of discrepancies.
  • Ensure warehouses and storage facilities meet USDA and national food safety and sanitation requirements.
  • Maintain accurate commodity tracking systems, ensuring real-time data on receipts, dispatches, and balances.

Compliance and Reporting

  • Ensure all supply chain operations comply with USDA regulations (7 CFR 1599 and 7 CFR 1590), POA policies, and Honduran laws.
  • Maintain complete, auditable records for all transactions and movement of commodities.
  • Prepare and submit timely logistics, pipeline, and inventory reports to POA HQ, USDA, and government counterparts.

Staff Supervision and Capacity Strengthening

  • Supervise a team of at least four supply chain staff, including warehouse and logistics officers.
  • Provide coaching, training, and performance management to strengthen staff capacity in commodity management and compliance.
  • Support technical teams in developing capacity-building sessions for local partners, school staff, and government counterparts on food safety, storage, and reporting standards.

Stakeholder Engagement and Coordination

  • Serve as the project’s primary point of contact on supply chain issues with customs officials, port authorities, and transport providers.
  • Work with central government, departmental, and municipal stakeholders to align the distribution of commodities in support of the national school feeding program.
  • Support government capacity-building initiatives related to school feeding supply chain management, including training, systems development, and coordination mechanisms.
  • Coordinate with POA HQ logistics/shipping staff to manage international shipments and resolve operational issues.
  • Collaborate with the F&A Director, DCOP, COP and technical leads to align logistics with program needs and timelines.

Responsibilities of the entire Partners team in Honduras

  • Have a clear and thorough understanding to comply with the policies and standards POA and donors in programmatic, financial, administrative, procurement, logistics, human resources, and security processes.
  • Actively participate in activities and fulfill responsibilities as an employee under the Occupational Health and Safety Management System (SG-SST).
  • Contribute to a positive workplace environment by maintaining a proactive, respectful, and collaborative attitude with all colleagues, living and applying POA’s principles and values in all activities performed.
  • Maintain a consistent teamwork attitude, showing empathy toward colleagues and respecting the work carried out by each area.

Qualifications and Minimum Requirements

  • Master’s degree in supply chain management, logistics, business administration, or a related field; equivalent professional experience may be considered.
  • Minimum of 7 years of progressive experience in supply chain, logistics, or commodity management, with at least 3 years in a supervisory or managerial role.
  • Direct experience managing USDA McGovern-Dole, Food for Progress, Food for Peace, BHA, or other USG-funded food aid programs strongly preferred.
  • Strong knowledge of USDA regulations (7 CFR 1599, 7 CFR 1590, 2 CFR 200) and Generally Accepted Commodity Accountability Principles (GACAP).
  • Proven experience in importation, customs clearance, warehousing, and food distribution in Honduras or Central America.
  • Strong leadership and team management skills; ability to supervise 4–5 staff.
  • Proficiency in MS Office (especially Excel) and commodity tracking systems.
  • Fluency in Spanish and professional proficiency in English.
  • Willingness to travel up to 30% to warehouses, ports, schools, and field sites.
