About Social Impact
Social Impact (SI) is a global development management consulting firm which provides monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. Honduras, together with the partner (IBI), SI is implementing the USAID/ Monitoring and Evaluation for Support and Collaborating and Adapting (MESCLA 2.0) Activity to support USAID staff and partners to implement more efficient, effective, and transparent programs.
MESCLA 2.0 Background:
This evaluation is conducted through the USAID/MESCLA 2.0 platform in Honduras. MESCLA 2.0 provides USAID with flexible and adaptive support, as well as reliable information to inform its programming in the face of demanding challenges in the Honduran context. MESCLA 2.0 is organized around three main components: (1) evaluations, studies, and assessments; (2) collaborating, learning, and adapting (CLA); and (3) monitoring, evaluation, and learning (MEL) capacity development. All tasks under MESCLA 2.0 are also implemented with a focus on learning on USAID’s key priorities, including migration, youth, anti-corruption, gender-based violence, and gender and social inclusion (GESI).
Objective
USAID/Honduras, through MESCLA 2.0, intends to conduct a performance evaluation of the Youth Employment for Migration Prevention (YEMP)/Creando Mi Futuro Aquí Activity (Creando), which has been implemented by DAI Global, LLC since 2021. The objectives of this external performance evaluation are to measure and provide evidence of the intervention’s achievements and outcomes with regards to the contribution to reduction of violence and migration at school level, through the implementation of a combination of services on soft skills, technical skills, entrepreneurship, job coaching, and/or Gender Equality and Social Inclusion (GESI).
USAID/Honduras in general will use the evaluation findings to inform design or scale-up for future programming. This evaluation is also an opportunity for USAID to take stock of the lessons learned and best practices to scale future youth positive development programs. Lastly, all these findings will be used to inform the design of new and recently awarded interventions. Thus, the findings, analysis and recommendations are intended to inform future similar project/activity design and implementation.
Position Description
SI is seeking a Team Leader (TL) to lead the USAID/Honduras MESCLA 2.0 Mixed-Methods Performance Evaluation. The TL is responsible for leading the technical team, guiding evaluation activities, and ensuring the production and completion of all deliverables. In collaboration with the SI management team, the TL will guide the development of the desk review, a survey, key informant interviews, secondary data analysis, cost analysis, and coordinate technical inputs of team members, and lead the production of a final report and workshop presentation. The TL will ensure quality assurance and timeliness of all deliverables, including adherence to SI’s quality assurance standards. The team lead is expected to plan primary and secondary data collection. This is a short-term consultancy with an estimated level of effort (LOE) of 60 days, and a period of performance from January to October, 2025.
Responsibilities
The International Evaluation Team Lead will:
- Lead the Evaluation Team and the Local Team in Tegucigalpa collaboratively with the MESCLA 2.0 HQ according to the SOW approved by USAID/Honduras.
- Conduct a desk review of literature and program documents relevant to youth violence prevention and youth socio-emotional programming in the Central American context.
- Lead the short-term technical assistance experts to work collaboratively in an effective and timely manner.
- Lead the development of the tools and data collection instruments, coordinating technical inputs from the team.
- Lead qualitative interviews and onsite data collection with stakeholders in Honduras.
- Support the qualitative and quantitative data analysis.
- Guide and oversee the development and finalization of project deliverables, including: the inception report, desk review, and data collection tools; client in-brief and out-brief presentations; and draft and final reports. Ensure quality work in all deliverables; implement SI quality assurance processes.
- Work closely with Project Director and Project Manager, and local team and communicate in a timely and effective manner with all project personnel.
Deliverables
With support from USAID/MESCLA 2.0, and team members, the consultant will be expected to provide inputs to the following:
- Kick Off Meeting (In-brief
- Evaluation Inception Report/Work Plan
- Draft Evaluation Report: The ET is expected to present the first phase results report and a debrief/presentation of key findings, limitations, and any barriers during data collection in the field and how the team will solve them.
- Final Evaluation Report: The ET is expected to hold a final presentation and a workshop with stakeholders to validate or get feedback on the findings, conclusions, and recommendations (hybrid meeting) to discuss the summary of findings and conclusions and recommendations with USAID.
- Final Evaluation Presentation: The ET is expected to hold a final presentation with USAID and other relevant stakeholders to validate the findings and discuss the conclusions and recommendations.
- Final Integrated Evaluation Report: The ET will incorporate final comments provided by USAID
- Submission of Dataset(s) and Final Evaluation Report to the Development Data Library: As applicable, within 10 working days following the submission of the Final Evaluation Report.
Qualifications and skills:
The Consultant must have/hold:
- Master's degree in economics or social development field and 12 years of related experience on those fields. PhD is desirable.
- Demonstrable experience of at least 5 years working in evaluations and assessments of positive youth development (PYD) programs in Latin or Central America is desirable.
- At least 10 years of experience in performance and impact evaluation methodologies in the development sector and in complex contexts.
- Well-informed of the context of Central America and Honduras is desirable.
- Excellent oral communication and written skills in English, and Spanish is desirable.
- Demonstrated experience in communicating with local stakeholders at managerial and technical level.
- Well-versed in research methodology in the context of evaluation and have strong attention to detail.
- Strong analytical skills.
- Preferably, the applicant will possess:
- Experience working with international donors, especially USAID.
- Experience conducting research or evaluation in the education and youth sector in Honduras.
Level of Effort (LOE): Up to 60 days
Expected timeline: January – October 2025
