Performance evaluation of Youth Employment for Migration Prevention (YEMP)/Creando Mi Futuro Aquí

About Social Impact  

Social Impact (SI) is a global development management consulting firm which provides monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. Honduras, together with the partner (IBI), SI is implementing the USAID/ Monitoring and Evaluation for Support and Collaborating and Adapting (MESCLA 2.0) Activity to support USAID staff and partners to implement more efficient, effective, and transparent programs.   

 

MESCLA 2.0 Background: 

This evaluation is conducted through the USAID/MESCLA 2.0 platform in Honduras. MESCLA 2.0 provides USAID with flexible and adaptive support, as well as reliable information to inform its programming in the face of demanding challenges in the Honduran context. MESCLA 2.0 is organized around three main components: (1) evaluations, studies, and assessments; (2) collaborating, learning, and adapting (CLA); and (3) monitoring, evaluation, and learning (MEL) capacity development. All tasks under MESCLA 2.0 are also implemented with a focus on learning on USAID’s key priorities, including migration, youth, anti-corruption, gender-based violence, and gender and social inclusion (GESI). 

 

Objective 

USAID/Honduras, through MESCLA 2.0, intends to conduct a performance evaluation of the Youth Employment for Migration Prevention (YEMP)/Creando Mi Futuro Aquí Activity (Creando), which has been implemented by DAI Global, LLC since 2021. The objectives of this external performance evaluation are to measure and provide evidence of the intervention’s achievements and outcomes with regards to the contribution to reduction of violence and migration at school level, through the implementation of a combination of services on soft skills, technical skills, entrepreneurship, job coaching, and/or Gender Equality and Social Inclusion (GESI). 

USAID/Honduras in general will use the evaluation findings to inform design or scale-up for future programming. This evaluation is also an opportunity for USAID to take stock of the lessons learned and best practices to scale future youth positive development programs. Lastly, all these findings will be used to inform the design of new and recently awarded interventions. Thus, the findings, analysis and recommendations are intended to inform future similar project/activity design and implementation. 

 

Position Description 

MESCLA 2.0 is seeking a Technical Training Expert for the USAID/Honduras MESCLA 2.0 Creando Mi Futuro Aqui Performance Evaluation. The consultant will be responsible for supporting and advising the evaluation team, including the production and completion of tools for data collection and evaluation deliverables and will assist in providing expertise and guidance on various aspects of the professional and technical training system. 

The Technical Training Expert will further provide expertise in the curricular area and training for employability, training designs, basic labor competences, technical skill, and private sector engagement principles. They will support the quality assurance and timeliness of all deliverables, including adherence to MESCLA 2.0’s quality assurance standards. This is a short-term consultancy with an estimated level of effort (LOE) of 20 days, and a period of performance from January to October, 2025. 

Responsibilities 

The Technical Training Expert will: 

Support the technical discussion with USAID related to technical training and analysis. 

Work collaboratively with the MESCLA 2.0 Team and fellow members of the evaluation team according to the SOW approved by USAID/Honduras. 

  • Review key deliverables and provide inputs relating to technical training, including: the inception report, desk review, and data collection tools; draft and final reports; and learning and dissemination materials and events.
  • Work closely with MESCLA 2.0 team and communicate in a timely and effective manner with all project personnel. 

Qualifications and skills:  

  • Master’s or Bachelor’s degree in education, workforce development, vocational training, international development, or a related field.
  • Minimum of five years of professional experience in the field of professional and technical training, with a focus on employability training, curriculum design, and private sector engagement.
  • Proven expertise in designing and implementing training programs that enhance basic labor competencies, technical skills, and workforce development for youth.
  • Demonstrated ability in performance and impact evaluation methodologies, including designing data collection instruments, interpreting technical findings, and effectively communicating results through comprehensive reports.  
  • Extensive experience in working with organizations or institutions in Central America, particularly in areas related to professional training systems, employability, and labor market needs.
  • In-depth knowledge of the principles of private sector engagement and how to align training programs with industry needs in Central America.
  • Excellent oral communication and written skills in Spanish.
  • Demonstrated experience communicating with local stakeholders at both managerial and technical levels. 

 

Preferably, the applicant will possess: 

  • Experience working with international donors, particularly USAID, in the context of workforce development and professional training initiatives.
  • Excellent oral communication and written skills in English. 

 

Level of Effort (LOE):       Up to 20 days  

Expected timeline: January, 2025 – October 2025.
