About MESCLA 2.0: 

Social Impact, together with partner IBI, is implementing the USAID/Honduras Monitoring and Evaluation Support for Collaboration, Learning, and Adapting (MESCLA 2.0) Activity. MESCLA 2.0 provides USAID with flexible and adaptive support, as well as reliable information to inform its programming in the face of demanding challenges in the Honduran context. MESCLA 2.0 is organized around three main components: (1) evaluations, studies, and assessments; (2) collaborating, learning, and adapting (CLA); and (3) monitoring, evaluation, and learning (MEL) capacity development. All tasks under MESCLA 2.0 are implemented with a focus on learning on USAID’s key priorities, including migration, youth, anti-corruption, gender-based violence, and gender and social inclusion (GESI).

 

Project Objective 

MESCLA 2.0 intends to conduct the final performance evaluation of the intervention of the Generating Entrepreneurs and Sustainable Synergies (GENESIS), also known as Generando Emprendedores y Sinergias Sostenibles, implemented by the Fundación Nacional para el Desarrollo de Honduras (FUNADEH) in the USAID Honduras Mission. The objective of the evaluation is to assess the organizational capacity, sustainability, and effectiveness of the Youth Outreach Centers (OCs) platform in completing their mission to encourage youth to reject violence, develop new and better skills, build a life plan, and participate in the development of the community to which they belong, comparing against the findings of the mid-term evaluation conducted in 2020, determining what changed over this period of time.   This final performance evaluation builds and examines progress against the findings of the midterm performance evaluation finished in February 2020 by the previous Monitoring and Evaluation Support for Collaborative Learning and Adapting (MESCLA) Activity.   

 

Position Description:

SI is seeking a Violence Prevention Expert who will provide subject matter expertise to the 

evaluation team in violence prevention interventions with youth in Honduras (and/or in 

Central America more broadly). They will contribute to the design of data collection 

instruments, analysis of findings, and report writing. This is a short-term consultancy with an estimated level of effort (LOE) of 20 days, and a period of performance from July 2024 through April 2025.

Responsibilities:

The Violence Prevention Expert will:

  • Support the Evaluation Team collaboratively with the MESCLA 2.0 HQ Team and fellow members of the Evaluation Team according to the SOW approved by USAID/Honduras.
  • Contribute to a desk review of literature and program documents relevant to youth violence prevention in high-risk contexts by pointing to resources the team should consider
  • Provide technical expertise on violence prevention and youth activities/interventions in Honduras, in all relevant evaluation deliverables and methods.
  • Answer questions related to subject matter.
  • Contribute to design of instruments that accurately measure violence prevention indicators
  • Contribute to analysis of data produced using violence prevention-focused indicators
  • Work closely with SI HQ team and communicate in a timely and effective manner with all project personnel

Qualifications:

  • Master’s degree and 8 years of related experience or PhD and 4 years of related experience. 
  • Experience designing, implementing, or evaluating youth at risk programs and positive youth development activities in Central America (experience in Honduras strongly preferred).
  • Experience with out-of-school youth interventions and primary/secondary drop-out prevention strategies. Experience with tertiary risk youth desired. 
  • Demonstrated experience supporting evaluations and/or assessments and producing actionable recommendations.
  • Knowledge and understanding of the various micro, mezzo, and macro level issues affecting youth.
  • Fluency in English required, fluency in Spanish is strongly preferred.

Preferably, the applicant will possess: 

•          Experience working with international donors, especially USAID

•          Experience conducting research or evaluations in Honduras
